Affordable HR Software: What You Actually Pay

Per-employee rates look small on a pricing page. Here is what they add up to at four real team sizes, with every figure read from the vendor's own page and dated.

Every competitor figure here comes from that vendor's own pricing page and carries the date we read it. Where a vendor costs less than we do, the table says so.

Short answer

At twenty employees the dollar-priced HR tools in this guide range from a flat fee to several hundred dollars a month, because some charge per employee and some charge per company. This post shows the bill at 5, 20, 50 and 200 people, with every figure read from the vendor's own pricing page and dated. We make one of the products, and the tables show where it is not the cheapest.

Why “affordable” depends on how you’re charged

Two HR tools can advertise prices that look alike and produce completely different bills, because they are not charging for the same thing. A per-employee rate is multiplied by your headcount every month. A per-company fee is not. At a small enough team the multiplication barely registers; at a large enough one it is most of the invoice.

A third shape sits between the two: a minimum. Some vendors publish a per-person rate but will not invoice below a floor, so a very small team pays the floor and the advertised rate is irrelevant to them. Others publish no rate at all and quote on request, which means you cannot compare them without starting a sales conversation.

None of those models is dishonest. But a headline number only tells you what one seat costs, and the question you need answered is what the bill looks like at your size. That is the whole of this post.

How we read these prices

Every figure below was read from the vendor's own pricing page, not from a review site, a summary or a previous version of this article.

  • Prices come from the vendor's published pricing page, and each row carries the date it was read.
  • Monthly billing is used unless the vendor only sells an annual commitment, in which case the row says so.
  • A vendor that publishes no rate is shown as a quote, never as an estimate.
  • A price published in another currency is shown in that currency, and is never converted or ranked against a dollar figure.
  • Our own figure is the live plan price from the same records our billing runs on, not a number typed into this article.

That last point cuts both ways: because these figures are read rather than remembered, a vendor changing its pricing changes this table — including when the change is not in our favour.

At five people a per-seat rate is multiplied by a small number, so seat-priced tools are at their most competitive. The cheapest publicly-priced option in this table is Zoho People at $8 a month, read from its own pricing page on 2026-09-19. Watch any row carrying a minimum: at this size you are paying a floor rather than a rate per person, so that figure will not move as you add people until the floor is passed.

Twenty is where the arithmetic starts to turn. The cheapest publicly-priced option here is HRMZY at $25 a month, our current plan price. Every per-seat vendor in the table has now multiplied its rate twenty times over, while a per-company price has not moved at all — which is the difference the rest of this post is about.

At fifty the per-seat totals have grown with the headcount, while a flat fee has changed only where a plan cap forced it to. The cheapest publicly-priced option is Zoho People at $75 a month, read from its own pricing page on 2026-09-19. This is the size at which the two models sit closest together, and the next section works out exactly where they cross.

At two hundred people the models have separated completely. The cheapest publicly-priced option is HRMZY at $80 a month, our current plan price. The per-seat columns are now multiples of the flat ones, and the gap widens with every person hired — which is the honest case for per-company pricing, and the reason it is worth knowing where your own headcount sits.

When per-employee pricing is the better deal

It genuinely is, at some sizes, and this post would be worth less if it pretended otherwise. A per-seat tool with a low rate and no minimum beats a flat fee whenever your headcount is small enough that the multiplication stays under the flat number.

On today's figures that vendor is Zoho People. Its Essential HR plan costs less than the cheapest HRMZY plan covering the same team at 1–16 and 21–53 employees. From 54 people upwards the flat fee is the lower number, and stays lower as you grow.

The gap opens twice rather than once because our plans carry employee caps: crossing a cap moves you to the next plan and resets the comparison. That is a real consequence of how we price, and it belongs in the open rather than in a footnote.

What the price doesn’t tell you

A monthly figure is only the part of this decision that fits in a table. Three things routinely change the real cost, and none of them appear in the columns above.

The first is what the plan actually includes. Our entry plan carries 25 modules and the higher plan 37, counted from the same package records the billing runs on. For every other vendor here we state only what their own pricing page states — we have not assumed a feature is included because the plan name suggests it.

Named rather than counted, the entry plan covers: Attendance, Bank Account, Biometric, Clients, Contracts, Employees, Estimates, Events, Expenses, Holidays, Invoices, Leads, Leaves, Messages, Notices, Orders, Payments, Payroll, Performance, Products, Projects, Reports, Tasks, Tickets, Time Logs. Every one of those is included in the same flat fee; none of them is a paid add-on.

The second is payroll. Some of these tools sell payroll as the core product, some as a separate product, and some vary it by country. Where a vendor's pricing page says payroll is an add-on, that is a line on your invoice the headline rate does not show.

The third is what it costs to start. Implementation, migration and onboarding fees appear on some vendors' pricing pages and not others, and a one-off charge can outweigh a monthly difference across the first year. Where a page states one, treat it as part of the price.

Where HRMZY fits

HRMZY is ours. It charges one flat fee per company — $25 a month on the entry plan for up to 20 employees — rather than a rate per person. There is a 14-day free trial. We are not the cheapest option at every size in this post, and the tables above say plainly where we are not.

There is also a one-time plan at $1,600 instead of a monthly fee. It is not in the tables above, because a one-off charge and a monthly one are not the same kind of number and putting them in one column would imply they were. The plans are set out on our pricing page.

Questions to ask before you sign

  • Is the price per employee, per user, or per company — and which of those does your headcount actually mean?
  • Is there a minimum charge, and at what team size does it stop applying?
  • Is the advertised rate the monthly price, or does it require an annual commitment?
  • Is payroll included in this plan, sold as an add-on, or not offered in your country at all?
  • What happens to the price when you cross the plan's employee limit?
  • Are there one-off implementation, migration or onboarding fees?
  • What does it cost to leave — can you export your own employee data, and in what format?

Working it out for your own headcount

The tables above use four sizes because four is enough to show the shape. Your number is almost certainly not one of them.

On the figures in this post the dollar-priced tools run from $25 a month to $250 a month for the same twenty people. The spread is not about quality; it is about whether the vendor charges per employee, charges per company, or applies a minimum below which the advertised rate does not matter. Work out the total at your own headcount before comparing headline rates, because the headline rate is the one number guaranteed not to be your bill.

No, and this post shows exactly where it is not. Zoho People costs less than the cheapest HRMZY plan covering the same team at the smaller sizes in these tables; from 54 employees upwards the flat fee is the lower number and stays lower as you grow. Flat pricing is an argument about direction of travel, not a claim to be cheapest at every size.

At five people the cheapest publicly-priced option in this comparison is Zoho People at $8 a month. That is a fact about one headcount on one date, not a general ranking: at other team sizes in this post a different tool is cheapest, which is the whole reason it is organised by team size rather than as a league table.

Usually because the figure varies by headcount, by region or by which modules you take, and the vendor would rather quote than publish a number it will have to qualify. Some vendors in this comparison publish no rate in any currency. It is not a red flag on its own, but it does mean you cannot compare that vendor on cost without entering a sales conversation first, and it is worth knowing that before you start one.

It depends on the vendor, and it is the single most common reason a quoted price turns out to be too low. Among the tools here payroll is variously the core product, a separate product, an add-on, or dependent on the country you employ people in. This post states only what each vendor's own pricing page states about payroll, so check that page for your country rather than assuming the plan name covers it.
