What a flat fee actually means

A per-employee price is a rate multiplied by the number of people on your payroll. A flat fee is one amount for the company, whatever that number is, up to the plan’s employee limit. That limit is the honest catch, and it is published on every plan below rather than buried in terms.

When you cross a limit you move to the next plan and the fee changes once, then stays flat again. It is a step, not a slope — and the step is visible before you buy.

What that costs at four team sizes

Zoho People’s Essential HR plan costs less than our cheapest covering plan at 1–16 and 21–53 employees. From 54 people upwards the flat fee is the lower number, and stays lower as you grow.

The entry plan carries 25 modules and the higher plan 37, counted from the same billing records the price comes from. Nothing in that list is a paid add-on.

Yes. The plan price is charged to the company rather than multiplied by headcount, up to the employee limit published on each plan. Crossing that limit moves you to the next plan; within a plan, hiring does not change the invoice.

No, and the comparison on this page shows exactly where it is not. At small enough team sizes a low per-seat rate costs less than our entry plan. Flat pricing is an argument about what happens as you grow, not a claim to be cheapest at every size.
